 Hogenakkal Water Supply & Fluorosis Mitigation Project

The Scheme is aimed at providing potable Water Supply to Dharmapuri and Krishnagiri Districts in Tamil Nadu, which comprises of 3 Municipalities, 17 Town Panchayat and 6,755 rural habitations in 18 Panchayat Unions apart from mitigating the fluorosis. At present Water Supply is provided through various Combined Water Supply Schemes and Individual Power Pump schemes using local sources to the people of these areas. The water quality analysis reports exhibit concentration of fluoride in ground water in many parts of these Districts ranging from 1.5 mg/l to 12.4 mg/l which is in excess to the permissible limit of 1.5 mg/l as specified in Central Public Health and Environmental Engineering Organization (CPHEEO) Manual. Due to the consumption of fluoride contaminated water over a prolonged period, people in the above two Districts are suffering from Skeletal Fluorosis, dental Fluorosis, non-skeletal manifestation or combination of the above.

 Administrative Sanction:

Both the Dharmapuri and Krishnagiri Districts are also drought prone areas. The drinking water supply as well as its management poses problems during summer and drought periods. Hence a permanent solution is necessary to mitigate Fluorosis problem in the water starved Districts for providing sustainable and reliable water supply. The Government of Tamil Nadu sanctioned the Hogenakkal Water Supply and Fluorosis Mitigation Project with a perennial source River Cauvery in G.O Ms. No 26 dt.25.02.2008 at a total cost of Rs.1, 334.00 Crore to install and Rs.51.65 Crore to maintain annually. Subsequently the Government of Tamil Nadu in G.O.Ms.No.19 dt.29.01.2010 have accorded revised administrative sanction for this project at a total cost of Rs.1, 928.80 Crore to install and Rs. 63.67 Crore to maintain annually taking into account the change of pipe material, increase in number of Booster pumping station, price escalation etc. This Project will cater to the ever-increasing Water Supply demand of both the Districts and benefit the present population of 29.80 lakh.

A Consortium comprising of M/s. Nippon Koei Co. Ltd. Japan , M/s AECom Metcalf Eddy Hong Hong & M/S STC Mumbai has been employed as Project Management Consultant (PMC) for this Project and the Consultancy firm has commenced the work since 3rd October 2008.

 Funding :

Loan agreement has been signed with JICA for Phase-I on 10th March 2008 for Rs.899.10 Crore. and for Phase-II on 31st March, 2009 for Rs.686.50 Crore and totally for Rs 1585.60 Crore. Further Rs.307.48 Crore under MNP funds and Rs.35.72 Crore under Local body share is allotted to provide safe and potable drinking water supply. The total estimate amount is Rs 1928.80 Crore.

The Project has been sliced into five packages for prompt implementation.

  Package I:

This package consists of raw water intake, water treatment plant, raw water and treated water transmission main to a length of 11.139 km, booster pumping station and Master Balancing Reservoir at Madam and providing Supervisory Control and Data Acquisition (SCADA) arrangements.

Present Satge:

Works awarded to M/s IVRCL- Cadagua Hogenakkal water Treatment Company Private Limited, Hyderabad on 28.1.2010. The agreement was also concluded for an amount of Rs.237.19 Crore on 19.2.2010.

  Head works:

The Head works consists of (i) Intake leading channel (ii) Sump well (iii) Pump well (iv) Raw water pump house & pump sets (v) Retaining wall along the bank of the river, Compound wall etc. All the civil works in leading channel, sump well, pump well and retaining wall has been completed. The civil works in Raw water pump house, control room and office room are under progress.

  Raw water pumping main : 6.15 km

The pipes for Raw water pumping main 6.15 km received. So far 99 % of laying works completed and further works are under progress.

 Treatment Plant:

The Construction works in Chlorinator Building, Chemical Building, Clarifier, Sand filter and Treated water reservoir, Chlorine contact tank, Sludge balancing tank and Sludge thickener, Sump well cum pump house and filter operation and control room building works are under progress.

 Booster Pumping Station:

In the Construction of Booster Sump, 95% work completed and in the construction of pump house 88% were completed. Balance works are under progress.

  Clear Water Pumping main : 4.99 km

Completed.

  Master Balancing Reservoir (MBR) at Madam

The Civil work in MBR is completed. Staff Quarters and Retaining wall are under progress.

  Percentage of completion of work:

So far 46% of work has been completed under this Package.

  Package II:

This Package consists of trunk main from Master Balancing Reservoir at Madam to Uthangarai, feeder mains etc., to a length of 2,386.57 Km. Covering Dharmapuri Municipality, 2 Town Panchayat viz. Pennagaram and Uthangarai and 1,653 habitations in 5 unions viz. Pennagaram, Nallampalli, Dharmapuri, Mathur and Uthangarai. The population to be benefited from this package is 8.40 lakh.

Present Satge:

Work awarded to M/s. IVRCL Infrastructure Projects Limited, Hyderabad on 8.6.2010. Agreement was also concluded for a value of Rs.315.03 Crore on 2.7.2010.

  Package III:

This Package consists of branch trunk main from trunk main to Package-II, feeder main etc., to a length of 1,572.27 Km. covering 5 Town Panchayat viz., B. Mallapuram, Harur, Kadathur, Kambainallur and Pappireddypatti and 1,083 habitations in three unions viz., Morappur, Harur and Papireddypatti . The population to be benefited from this Package is 4.40 lakh.

Present Satge:

Work awarded to M/s. L&T Ltd, Chennai on 22.12.2010. Agreement was also concluded for a value of Rs.164.05 Crore on 03.01.2011

  Package IV:

This Package consists of pumping main from common booster station at Moongilpatti to a length of 3,107.21 km. covering Hosur Municipality 3 Town Panchayat viz., Mathagiri (Now merged with Hosur Municipality), Kelamangalam, Thenkanikottai and 1,720 habitations in 5 unions viz. Veppanapalli, Kelamangalam, Thalli, Sulagiri and Hosur. The population to be benefited from this Package is 8.00 lakh.

Present Satge:

Work awarded to M/s. NCC-SMC- Pratibha-ECL(JV) Hyderabad on 16.9.2010. Agreement was also concluded for a value of Rs.387.54 Crore. on 9.10.2010.

  Package V:

This Package consists of trunk main from Master Balancing Reservoir at Madam to Moongalpatti Sump and then Moongalpatti sump to Krishnagiri feeder mains etc., to a length of 2,949.55 Km. covering Krishnagiri Municipality,7 Town Panchayat viz., Karimangalam, Marandahalli, Palacode, Paparapatti, Bargur, Kaveripattinam, Nagojanahalli and 2,299 habitations in 5 unions viz. Palacode, Karimangalam, Bargur, Krishnagiri and Kaveripattinam . The population to be benefited from this Package is 9.00 lakh.

Present Satge:

Works awarded to M/s. L&T Ltd, Chennai on 22.12.2010 Agreement was also concluded for a value of Rs. 366.80 Crore on 03.01.2011.

So far 28% of work has been completed under this Package.

 Fluorosis Mitigation Component:

M/s Symbiosis of Technology, Environment and Management (STEM), Bangalore, has been engaged as the Technical Support Organization (TSO) for implementation of this component and agreement has been concluded on 17.05.2010 by the PCE, Dharmapuri. The inception report of TSO containing the work plan and activities was approved by the Evaluation Committee on 13.12.2010. Training has been given to lab Technicians from Government Hospitals at Fluorosis Research and Rural Development Foundation, New Delhi. Training to all Government Doctors in Dharmapuri and Krishngiri completed. Teachers Training Materials printed. Training to 3200 teachers is proposed from December 2011.

The team of Doctors and Fluorosis Mitigation experts from Japan visited Dharmapuri and Krishnagiri Districts from November 21 – 26, 2011 to study the implementation and to share experience on interventions in Medical field.

 Overall Completion:

So far 42 % of work has been completed.

The total expenditure so far incurred is Rs. 660.96 Crore.

It is targeted to commence the trial run of water supply works by December 2012.
