MAINTENANCE SCHEMES

Operation and Maintenance of CWSS:

As per GO MS No 84 / MA &WS dt.10.03.94 the Combined Water Supply Schemes (CWSS) implemented in Tamil Nadu covering more than one Local Body are being maintained by TWAD Board. At present 507 CWSS covering 5 Municipal Corporations (Part), 56 Municipalities, 270 Town Panchayats, 25,741 Rural habitations and 422 Industries/Institutions benefiting a population of 2.53 crore are under TWAD Board maintenance.

Maintenance pattern:

The schemes are maintained by 30 Divisions of TWAD Board spread over all districts of Tamil Nadu. TWAD Board maintains the infrastructure of Head Works ,Pumping Stations and Pumping Mains upto delivery of water to the Over Head Tanks of the Beneficiaries. Maintenance of Over Head Tanks and the local distribution system is taken care by the Local Body. The operating staff are engaged as per the norms fixed by the Board vide BP no 45 dt 29.05.2007. As ordered in the GO (D) NO:455 MA&WS (WS1) Department dt 05.11.2006 , TWAD Board has placed all the Maintenance Divisions and Sub-Divisions incharge of maintaining the CWSS under the Direct Administrative control of the respective District Collectors, retaining the technical control with TWAD Board.

Annual Maintenance Estimate is prepared and sanctioned every year. The major heads of these estimates are Salary of Operating & Supervisory staff, Electrical Energy cost and Royalty charges to other Departments, if applicable. Other minor heads are repairs & renewals, vehicle propulsion charges, cost of chemicals and Telephone charges.

The maintenance expenditure for these CWSS is met out from the water charges collected at a rate of Rs. 4.50 per kilo litre for Municipalities and erstwhile Urban Town Panchayats (now Town Panchayats) and at Rs. 3.00 per kilo litre for Village Panchayats and erstwhile Rural Town Panchayats (now Town Panchayats) fixed by the Government vide GO MS no 136 / MA & WS (WS4) Dept dt 03.10.2002. The tariff for Industries/Commercial Institutions vary from Rs10/KL to Rs.60/KL depending on the category of the beneficiary unit as per BP MsNo.115 dt 20.12.2006. These are subject to revision time to time.

For Industries / Commercial Organisations who have paid proportionate cost of CWSS	:	Rs. 15.00 / KL
